The European Commission recently approved financing for the Hungary-Slovakia-Romania-Ukraine European Neighbourhood Partnership Instrument Cross Border Cooperation (ENPI CBC) Programme 2007-2013 which is part of the European Neighbourhood Policy. The first call for proposals for the programme is expected to be launched in March or April 2009. Eligible organisations from eligible regions, organised in partnerships, will have the opportunity to submit projects for funding.
The Hungary-Slovakia-Romania-Ukraine ENPI CBC programme priorities are to:
• Promote economic and social development
• Enhance environmental quality
• Increase border efficiency
• Support people to people cooperation
Regions in Ukraine eligible for this new funding opportunity are those bordering Hungary, Slovakia and Romania and identified in the EU’s ENPI CBC Strategy Paper, namely: Zakarpatska and Ivano-Frankivska oblasts and Chernivetska oblast as an adjoining region. Potential eligible organizations include local, regional and national organisations; semi-public institutions like regional development associations and promoters, innovation and development agencies, research institutes and universities; regional and local enterprise associations (e.g. chambers of commerce, unions); professional organisations; regional and local government authorities and non-governmental organisations in the eligible regions.
