Cross Border Cooperation (CBC) along external bodies of EU is a key priority for European Neighbourhood Policy. European Neighbourhood and Partnership Instrument foresees a considerable increase of cross boarder cooperation in financial and quality aspects.
The assistance for the Cross Border Cooperation of the European Neighbourhood and Partnership Instrument in being implemented through the common programmes. Every common programme should describe objectives, priorities and actions. It is the task of the regional and local partners on both sides of the border to analyze their common needs and to identify priorities and actions that are most relevant to their local situation. The management of the programmes is entrusted to a local or national authority jointly selected by all participating countries in a programme.
Main objectives of Cross Border Cooperation:
1. Promotion of economic and social development in border areas
2. Common challenges solving, such as environment, health care, organized crime prevention and fighting
3. Ensure efficient and secure borders
4. Promote people-to-people cross border cooperation at a local level.
Ukraine can be involved in four ENPI CBC programmes:
o Hungary – Slovakia – Romania – Ukraine,
o Romania – Moldova – Ukraine,
o Poland – Belarus – Ukraine and
o multilateral Black Sea programme.
