ENPI CBC Poland-Belarus-Ukraine Programme


The main aim of the programme Poland-Belarus-Ukraine - support of a social-economical development in the way of cross border cooperation and integration.it corresponds with Directions of the European Commission regarding the preparation of the programmes of cross border cooperation within ENPI.

Eligible regions:
o   Poland: Bialostocko-suwalski, Ostrolecko-siedlecki, Bialskopodlaski, Chelmsko-zamojski, Krosniensko-przemyski (adjoining regions: Lubelski, Rzeszowsko-tarnobrzeski, Lomzynski);
o   Belarus: Hrodna and Brest oblats, western part of Minsk oblast [Miadel, Vileika, Molodechno, Volozhin, Stolbtsy, Niesvizh and Kletsk districts] (adjoining regions: eastern part of Minsk Oblast, Gomel Oblast);
o   Ukraine: Volynska, Lvivska and Zakarpatska Oblasts Oblasts (adjoining regions:
Rivnenska,Ternopilska Oblasts and Ivano-Frankivska Oblasts)

The aim of the ENPI-CBC PL-BY-UA Programme is to improve the economic, social and
environmental situation in the Programme area, in the context of safe and secure borders, through increased contact between partners on both sides of the borders.

The main aim of the programme is planned to achieve within 4 priorities that contain 7 actions.

Priorities of the programme:
1.   Increasing competitiveness of the border area
o   Action 1.1. Better conditions for entrepreneurship;
o   Action 1.2. Tourism development
o   Action 1.3. Development and improving of access to the region.
2.   Improving the quality of life:
o   Action 2.1. Natural environment protection in the borderland
o   Action 2.2. Efficient and secure borders.
3.   Networking and people-to-people cooperation:
o   Action 3.1. Regional and local cross-border cooperation capacity building
o   Action 3.2. Local communities’ initiatives.

The support of projects that are being implemented on the territory of adjoining regions is limited, that means that amount of financial aid will be at most 20% from general amount of assignment within the programme. Moreover, the support of investment projects is impossible.
