International Scientific Workshop devoted to participation of Ukrainian scientists in joint European ICT- projects was held on May 18-21, 2010 in Kharkov, Ukraine within frameworks of FP7 EC funded
ISTOK-SOYUZ and
SCUBE-ICT cluster projects. The event was organized by the TBI “Kharkov Technologies” (
ISTOK-SOYUZ), and co-organized by the Lviv CSTEI (
SCUBE-ICT).
The key point of the Kharkov event was participation of ICT-specialists from France, Great Britain, Sweden, Germany, Spain, Portugal, Hungary and Russia, experienced in implementation of collaborative projects of the EC Framework Programs. Foundation Sofia Antipolis –
ISTOK-SOYUZ partner from France, was responsible for attraction of European experts to take part in the delegation tour to Ukraine.
The event lasted for 3 days (two days networking and brokerage event and one day training session). The venue for the event was the Institute for Single Crystals of the Academy of Sciences of Ukraine, founder of the TBI “Kharkov Technologies”.
The Workshop was linked to the International Conference «Computer Modeling in Science-Intensive Technologies (ÊÌÍÒ - 2010)», organized by the Faculty of Computer Science of the
V.N. Karazin Kharkiv National University.
On May 18, 2010 the Ukrainian managers of the clustering
ISTOK-SOYUZ and
SCUBE-ICT projects made projects presentations at the plenary session of the CMSIT Conference in the Kharkov V.N.Karazin National University, summarizing achieved results and announcing future activities.
1st Day – Wednesday May 19 – Networking & Brokerage Session
The Workshop was opened with the welcoming speeches of the representatives from the Ministry of Education and Science of Ukraine, the Kharkov Oblast State Administration, and representatives of two partner clustering projects.
Academician B.Grinyov, Head of the State Committee on Science&Technology and Innovation Development of Ukraine introduced to the training participants the Committee tasks in the sphere of scientific and applied research in ICT.
The first day was comprised of two parts: first part - presentations of
ISTOK-SOYUZ and
SCUBE-ICT Projects made by the representatives of coordinating organizations:
inno AG (France) and
Q-PLAN NG (Greece) followed by the information session focused on introducing the draft of new 2011- 2012 ICT Work Program provided by the ISPRAS representative– Russian partner of
ISTOK-SOYUZ project.
The second part was brokerage and networking session during which European and Ukrainian specialists presented their scientific ideas and competences which could become the basis for future joint collaborations and submitted applications. During this day over 30 project initiatives of Ukrainian specialists and 15 presentations of the European partners were presented. This session had the objective of exchanging project ideas and concrete cooperation proposals between European and Ukrainian ICT-experts and outlining more individualized meetings in addition to those planned beforehand.
2nd day - Thursday May 20 – Individual meetings
The second day was designed as face-to-face meetings. Representatives from various Ukrainian research and academic institutions and companies visited Institute for Single Crystals to meet the delegation tour participants to discuss collaboration opportunities. Each of European experts had 5-10 meetings with potential Ukrainian partners. For one of the European experts the “distant meeting” with Ukrainian specialists was organized in on-line regime.
Afterwards there were two visits to the research sites in Kharkov – National Aerospace University and Ukrainian Engineering and Pedagogical Academy.
3rd day - Friday May 21 – FP7 participation training
Practical training concerning proposal application for the Seventh Framework Program was organized as 8-hour event combining presentations with interactive exercises. The presentations covered the basic aspects of FP7 with a special stress on the Ukraine-related specifics. Interactive exercises were aimed at giving practical skills in some key aspects of FP7 proposal preparation. Training was organized and provided by the representatives of ISPRAS (Russia) and FSA (France). 25 Ukrainian ICT-specialists attended training sessions.
Statistics:
In general 73 experts and specialists in ICT attended the Workshop. Among them:
15 from European Union countries,
55 from Ukraine (Kharkov, Kyiv, Odessa, Sumy, Donetsk, Lviv, Lutsk, Dnipropetrovsk were represented),
1 from Belarus,
1 from Russia,
2 from Georgia.

The process of adjustment a cooperation between Ukrainian and EU experts is going on and not ends.

1. The potential of digital solutions to promote sustainable growth in a low carbon economy

Debates to be held regarding the allocation of the 2.8 Billion EU research funding scheme for 2011-2012
Research organisations/laboratories/teams from both the EU and EECA countries that are motivated to compete in future FP7 calls, with readiness and potential to collaborate on international ICT R&D projects and sharing information among international teams are invited.
